Usually, if A is pulled to +3.3V, the transistor Q is ON (opened), and the value of Y must be equal to 0V. However, if we add the resistor R3 to the Y, and considering the impedance of the transistor Q (ImpQ) adjust R3 to get R3<<ImpQ, we'll have that the Y will be ON too.
