The wind is seemed to be still a tough power, and it's still unbounded by science properly enough. Seems a hurricane problem as in the source of it (the difference between temperature of wide surfaces), and in barriers. Another spot is the actual moving hurricane.
So, to prevent it, to ease it, to resist it, or to control it.
There are also lots of fake reports about tutorials of how to control hurricane, ect. Anyway, not doing anything isn't the best. In past Leonardo (Da Vinci) was summoned for some important people (don't remember to whom; this said in one of Machiavelli's books) to try to dig a new river. So, nature can be transformed also. I believe there are ways to make hurricanes be more controlled.
