Islam is definitely the culprit here. Also, South America is nothing like Afghanistan. The Cartels and the gangsters aren't exactly practicing Christians. And it may be a tactical move to kick the football near china's goal-line, and see if they take the bait. The Uyghur of Xinjiang would make the ideal target for all that fancy weaponry lying about Kabul.
