Hey karlCan a Intel Core i3 run Fallout 4 at 720p 30fps? I watched some related youtube videos and all them suffer from stuttering and none of them clarified their used settings; e.g. graphics settings and resolution.

Yes, it can. Before I upgraded my computer, I ran Fallout 4 on G440, which is also dual core, and equivalent in speed to your processor. I only got some micro stuttering in places where I had used settlement mods for a large construction. (And using a mod to go beyond the set limit for number of construction items.)
Whether one gets stuttering depends both on the graphics card and settings. I used a RX 460, which didn't bottleneck my CPU. However, had I used a much faster graphics card, it probably would have. When there is stuttering, one way to fix that is to increase the load on the graphics card, such as increasing screen and/or texture resolution, as well as increasing the load on the CPU. I read somewhere that in Fallout 4, shadow distance and quality is in the CPU's ballpark.
One thing that isn't clear from the question is why you want to choose 720p. If it's because you think that will give a higher fps, then you might find that, depending on the graphics card, you'd also get at least 30 fps with a higher resolution. If it's because your monitor doesn't support full HD, then, again depending on the graphics card, you could instead choose the highest resolution your monitor supports. For example, 1440X900, or whatever it might be. The lower resolution you use, the higher the chance for stuttering.
And for performance overall, it's a good idea to turn off godrays. That is not straightforward, but you can easily find video tutorials about it on youtube.

karlNo. I don't really want 720p because my monitor native resolution is 1366×768. It renders 720p images as ugly. Just asked to see if I can run FO4 at 30fps (constant/stable) with such settings. Still not sure about playing FO4. Because I watched some The Outer Worlds videos, I think it's more Fallout than FO4. I want something like New Vegas and it seems FO4 is more like a typical FPS+RPG hybrid rather than a true Fallout game.

With G440, I was able to get a comfortable framerate with 1080p, so 1366x768 should not be a problem.
Well, I have no idea whether you'd like it or not. I can only state that I personally found the story line and quests of the vanilla game underwhelming, and that what really made the game worthwhile to play for years were the mods.
But, at the end of the day, you either like a game or you don't. So if you don't like what you see on Fallout 4 gameplay videos, then maybe it's not for you.
I have bought New Vegas but haven't played it yet. I was actually put off a bit by the graphics, but perhaps I just have to get used to it. I don't mind it being simplistic, but it's so very brownish and yellowish.

karlNew Vegas is not as brownish, yellowish, or orangish as you think. The graphics matches with its theme and locations you visit during the gameplay. Actually it's much better than Fallout 3 in many aspects especially the story, quests, and characters. It uses improved version of Fallout 3 mechanics. Plus it has dozens of mods that you can improve or customize it. Highly recommended.
