As a child after rain you could find a week's worth of good size worms to use as bait in any gutter. Nowadays lucky to be one small worm in ten blocks. What happened to them?

Many the worm population could be decreasing due to some factors? Sometimes populations of some species decrease or increase for a while and sometimes is in unclear why. New chemicals possibly? Weather?

That's a very important question.
When I think back on my childhood I also remember that there were a lot more wasps, bees, flies and ants. An enormous amount of buzzardhawks everywhere. I don't know if that's the proper name for them, but they look similar to the Nordic hooded crow, but they're about half its size. Swedish name: kaja.

I too have noticed a marked decrease in many things. I just had never heard the humble worm mentioned.
