You'd submit an application and they'd chose the people with the best fit. They had ambitious plans for an unmanned supply landing in 2022 and a first manned landing in 2024. But, surprise, surprise, they've kept pushing back the date. Latest I've read is 2029/2031, and I suspect in another decade it'll be 2039/2041, and then 2049/2051...

I don't know what skillset they're looking for, but a good guess is botanist/engineer/doctor/commander. They also want them to by physically and mentally fit for the voyage. Alternatively, instead of a commander it could be a mission specialist - so it'd vary between a geologist, meteorologist, chemist, etc. One-way trip: Hope you like sand and rocks! ;D
