He would not rise to be dictator of Germany and would probably be a bum in the streets of Vienna. However if he had been born now and not in in the time he was born then WW2 and the holocaust would've never happened and we'd have quite a different world anyways so its hard to tell.

There is actually a pretty funny movie about this. It's called "Er Ist Wieder Da" I believe, which means "Look Who's Back".
Hitler comes back in 21st century and it's so great. People think he's being a comedian etc. but in reality he's serious, and there's a moment where he even wins over the people.
I think that's what would happen. History would repeat itself in a very similar yet different way. He was a very good speech giver, he'd win over his people. And he would want to make Germany great againTM. But eventually end up failing because of his own incompetence.
