Who? How? Why?
Well, if they were, it would have to be for a local use, because hydrogen is
then most abundant element in the universe.
But paradoxically its quite rare on earth.
So I guess you mean, extracting the hydrogen from water, but then I figured the most basic element of terraforming would be to extract oxygen from rock.

Yes by saying "making" i mean by cracking water to extract it from water. Ill see if i can find this video a guy made that explained how it could of been done and how the kings and queens chambers worked
