I guess it happens often when a person relies on other persons. The logic of prefers is this:
x and y are persons, z1 - some actions z2 - a quality
x does z1 if y has z2
That propery z2 is usually the best known person, or the most intelligent person, or it may be one of kinds as the most popular person, etc. The scheme explains why we try to follow those the persons.
Bad point is that no y knows everything. This means that y doesn't really know what to do, and usually people act watching each other, so the scheme transforms into;
y1 does z1 if y2 has z2, but y2 does z1 if y3 has z2, and ...
So, we're repeating each other actions. Sometimes 'we' are animals. this means that the ancient tribes copied animal or bird behaviour. Truly nobody knows how to act correctly. That is why it seems that we're wandering circles thinking we act, but in true - acting one after another.
