Employees claim to want to work. Employees scared of pandemic. Employees become unreliable during work. Replace worst employee. Cycle repeats.

In the interview, ask if they would object to being required to be vaccinated for the job. If they don't object, don't hire them.

They want to work, but they're scared... about being under certain conditions. So, make the conditions less scared, for instance, make employees be able working home or distance, or ½ by ½ strategy, or kinda.
