It's not easy to define it, but along with it, it doesn't so hard to comprehend and accept it. There also might occur some troubles in separating the concept art images from non-concept art ones. However, I think many would agree at this definition (that is also being mentioned elsewhere) that Concept art - is a way to express the idea primarly, with no attention to detailes or background (in any sense of it) point.Here's a part of an article I found googling.
