This thing occur when many people around you start ignoring you, looking at you with hatred or disgusting, or laughing at you, etc, because you don't do X. And X is what has accepted by those majority.
For instance, no govt can make you to accept the vaccine, and it can't to make you to believe in its power, but indirectly - using the media resources, and so on - it can set the majority against you making you an alien in the society, or ostracizing you. And the one method uses to be more effective: no direct intrusion of govt is seen there, and along with it the majority becomes believers and propaganda multiplyers.
Such a strategy occurs not only in cities, and in certain business structures, but in schools, colleges, in villages, etc.
The most relevant question is - how to govern it? How to deal with it? And are there any practical ways to escape it?

Religion is the only answer. People are herd animals. Without religion, people are guided by the scum in power. The ONLY way to avoid this is to have religious communities where the social pressure is to do good.

No one builds character without first defying the expectations from the majority. Whether one is willing to pay the price for that, is the test of life.
