Country (res public, polis, etc) - has a null meaning. It's kinda convention between some. One can choose a certain area and calls it whatever (s)he likes, and it'll be a country.
As Elizabeth Anscombe rightly said that there's no difference between a bunch of presentable and effective crooks and a country. Any power is indeed a criminal gang in black suits.
Speaking of gangsters and gangs, who's the good person? It's the one who is out of politics and who has no interest in gathering a criminal mob. He wants to do what brings good, not politics.
And the bringing of good means not rearranging things from here to there by no means and renaming everything each time sparely; it means to help your neighbors or your friends, to share fair and sincere, to feed yourself and your children, and so on.
So, a good man is almost busy to do well, and (s)he is out of that crooky-croopy hippy youngsters' fool games. He is dealing with serious things at a time. A good person cannot be not an adolescent, even (!) being a teenager. The more serious things you do, the higher you grow up.
That's why (at the end) the destination of the good people becomes heaven, not to the _________ country. Good people's souls are thirsty for heaven, they apparently know what kind of the place is it. So, their intentions are not to build countries, but advancing themselves for heaven.
