sometimes my hard drive won't go out the right way...it says something is still active in order to not get the hard drive out.
does my restarting or signing out trying to getting our my hard drive the right way...will that not delete the contents in my hard drive?...

No. When you restart the computer, what's erased is the information stored in the memory. (If you want to be sure it's erased, the computer needs to be off for a few seconds.) The data on the hard drive is intact. However, using the power button to turn it off, may leave you with corrupted system files. If you can't turn it off using the start button (presuming you're using Windows), tap ctrl-alt-del and choose to shut it down from the menu that pops up.
