Yes generally, although in some countries I think fair skin is considered more desirable.

I think it's false. Each race mostly (not all) prefers marrying their own kind. So all skin colors are fairly equally favored.

maybe i'm just a bit strange, but girls like this should be encouraged to try and have as many kids as possible to try and increase the likelihood of such variety

No too fair/pale, not too brown/dark. Do you agree? I always though People were mostly attracted to couples from different phenotype and this was a quality to ensure genetic diversity and survival. On this video they how some study about racial preference, but being the data taken in account from a dating app i don't know how valid the information is, so take it with a grain of salt. And about preferences in skin color its really hard to tell, for me at least pale skin seems more attractive.
