As far as combat and weaponry go...
I agree with Cornbread, but be sure to get a knife and a can of pepper spray (make sure it is legal in your state).
Upon getting your gun, knife, and pepper spray, make sure to practice, practice, practice, especially deploying them. Especially retaining your weapon so that it can't be used against you.
It'd help to learn a martial art, but that would take a considerable amount of time to be proficient in. If you're able to run (and outrun him), then run. And obviously, no heels.
As far as everything leading up to that...
I'd say stick to crowds, don't go out late at night, (if he is in the states, or even worse in YOUR state) you might want to notify local law enforcement about your concerns (no idea what they would say but it is worth a shot), even in your home be sure to be within an arm's reach of your weaponry. I'd also suggest you tell your parents and friends, especially if they live close by. Maybe determine a (short) word to use in a call or text in extreme circumstances, so they know you're in trouble immediately.
But I hope it doesn't come to that.
How have you been turning him down so far?
