PIE = the earliest or Proto-Indo-European. It is the reconstructed language , the Indo-European language from which others descend, in the manner ["phonologically"] that Pokorny started reconstructing Proto-Indo-Germanic. These Proto languages are reconstructions on paper, not written or otherwise recorded ancient languages. The inspiring model: Latin, which actually gave rise to many "romance" languages; however, Latin is a recorded language and needs not be reconstructed. Somebody once asked, "Are the Latin Pro and Prae (almost the same in meaning) etymologically related?" To be more precise: Pro, as in Procedo, = to go ahead, forward; to advance.; to continue. Prae, as in Praecedo = to go after(wards), before. Prefix: what is attached to (or placed before) a word. Now, watch the proceedings of the Online Etymological Dictionary: Prefix is from .... and pre (so spelled in Old French and Medieval Latin). Both pre: from Latin Prae. In truth, the pre of Prefix (Lat. Praefixum) and the pre of Prehendo (I seize; hold back) have different meanings; they are not cognates. And yet we see: Both Pre- < Lat. Prae < PIE *Peri, a reconstructed word, which is akin to Oscan Prai and means "around, about", which is the meaning of the Greek preposition Peri, a cognate of Sanskrit Pari. Well, the relating of Prae to Peri is groundless; the two words are not cognates and there is no way to derive one from the other. It is false that To Prefix means To fix about or around.The ultimate error is in the judgment that *peri is a PIE root. Actually Pari and many other Sanskrit words are historical derivatives of Greek words. (A PIE dictionary is totally useless.)
