Anyone ever heard of this guy or seen his videos? He just goes around recording people in public and gets people's reactions which are most of the time negative, but what he is doing is totally legal as far as I know.

I heard. Never seen the movie, but I will.
I liked the idea, because the PC game "Outlast" shocked me enough to start looking for the same concepts.

Never heard of it and don't like what he's doing. I think he needs to respect their privacy. I sure wouldn't want to be followed with a camera. Otherwise, I'll start throwing things at him to leave and if he gets hurt that's his fault.

I understand what you mean, but when people are in public, as opposed to being in a private place, it isn't against the law to film them

Otherwise best to stay away from such people.

Even pranksters censor or hide some people's faces in their videos or ask their permission. So I doubt filming people in public places and ignoring their privacy is 100% legal.
