If I ruled America, I would exterminate everyone who doesn't attend a sex-segregated religious service. That would wipe out about 95% of the population, and would leave traditional Anabaptists, practicing Muslims, and Orthodox Jews. I wouldn't want the Orthodox Jews in my country, so I would give them a few eastern states to form their own nation and I would exile the rest of them there. That would leave traditional Anabaptists and practicing Muslims, a decent population.
Then I would repeal the 14th and 26th amendment of the constitution and I would add these amendments:
- States have the right to secede. - The right to vote is limited to men at least 21 years old who own their primary residence and have no debt. - Congress shall make no law limiting liability. - Congress shall make no law regarding marriage, divorce, or activity.
Then I would step down.

I'd fix up the laws for sure. No guns sold or made unless in law enforcement. Otherwise enjoy life in prison. If anyone kills any human being that's inside or outside the womb must give up their life too for life in isolation in prison. Plus we take your home and any other item we want for charity. Anyone killing any animal for pure amusement only will be cited to pay $5000. No drugs or drinking allowed at all unless for medical reasons. Divorce is life in prison unless you decide to mature up again and be a spouse as you promised to be. Rapist and fornicators get life in prison too. They can hurt themselves in there instead of others. All homos, trans, gays, and the like must be admitted to the mental institution for as long as they have these symptoms. And anyone acting upon them (like two men kissing, a man dressing as a woman, etc) will be in isolation in prison until they decide to grow up and try again in life. Thiefs if caught must pay 5x the amount of what they stole to the person they stole from. So if they stole something worth $1000 then they must pay back $5000. We like broke thiefs. Those would be the main laws I'd have among smaller ones if I ruled the land. It would wipe up the crazy ones.

I'd fix up the laws for sure. Everything you mentioned belongs at the state level, not the federal level. And I wouldn't want to live in your state. I strongly support the right to bear arms which is protected by the second amendment. I support abortion. It gets rid of unborn liberals. I would legalize drugs. This is none of the government's business. Divorce should be regulated by private contract, not the government. Fornication is not the government's business. Only adultery is because the spouse of the adulterer is a victim. Homos, gays, trans are not the government's business. America's founders understood the idea of limited government. Modern people don't.

It doesn't take the behaviors away since people will still be evil but it'll work on removing them off the street more. Put people under strict rules and people don't have to put up with murderers, rapists, bad spouses who don't care about anything, etc. Heaven wouldn't have such people either so I'd like a state similar to what Jesus would have in the kingdom of heaven.

Never in history have laws improved morality. Only religion can improve morality. Laws should just protect people from external harm, nothing more. Jesus understood the distinction between government and religion when he said "Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's."

If I ruled America, I would ... Make space-travel the number one agenda and give massive tax-breaks to anyone involved therein. Then, those involved in the Apollo missions would be imprisoned for life for fraud. I would make the 10 commandments the cornerstone of the legal system, and reserve the death penalty only for those guilty of bureaucracy.

\Make space-travel the number one agenda It's too late. Humanity has become too degenerate, stupid, and incompetent for space travel. Do you keep shabbat?

Its sad, seeing the degeneration of mind, eh? But if I was King of America, things would change! My understanding of the Sabbath is simply that it was meant to stop employers from working their peasants to death. So it really just means that one should take one day of rest per week, and that it does not matter a great deal when that time is. Especially since our days of the week are based on pagan symbols. Friday is Frijas-day from the Nordic wife of Oden. Whereas Saturday is from Saturn in the Greek narrative. So any debate about which day is for what; is just idol-worship.

But better to choose a time based on nature instead of the clock to prevent the government from messing with it. The traditional sunset to sunset is good. The main purpose of the sabbath is to teach time organization and discipline to people. For example, take your trash out before shabbat so that you don't have to do it during shabbat. Changing people into non-morons would take at least a generation.

The information-overload that most people seem to get when confronted suddenly with the internet - the entire world's various perspectives - often just results in minds shrinking into an even smaller corner than before. People are so used to being told what to think that they do not know how to. Knowledge is seen as a game of trivial pursuit where the card/govt/tv/guy in suit/ guy in lab-coat/popular vote :- is "always right". It is never a matter of reason for almost everyone. They just follow the herd - mindlessly repeating what they have been told by the "authority" figure. If I lived in a pre-nuke time, I would be very tempted to just become a warlord. I can see why people just got fed-up with trying to use reason. Patience is my lesson here.

If I ruled America, my mission would be to reestablish liberty and freedom as the founding fathers intended.
To have liberty and freedom, it would mean: a small, limited, and decentralized government. So as a ruler, I wouldn't be doing much ruling at all. I'd be living my life like everyone else. Pursuing my freedom and happiness.
Major governmental transformations would have to take place considering how out of hand things have gotten. Welfare and other programs must be revoked. Countless laws would have to be removed. The people would have to learn to value personal responsibility and individualism over collectivism and victimization. To achieve these goals, it would take much longer than my own life, so I would appoint someone with the exact same goals as I me to take my place when I die. And for that person that I appointed to appoint another person with the same goals as them to take their place when they die. If I became ruler and just decided to end all welfare and other parts of the government, I'd be throwing the country into complete chaos and I'd probably end up losing my position as ruler because the people would be so upset with me.

If I ruled America, my mission would be to reestablish liberty and freedom as the founding fathers intended. If you give liberty and freedom to chimps, they are still chimps. Modern Americans are scum, and giving liberty and freedom to scum doesn't do much good. And of course they hate liberty and freedom and will do everything they can to destroy it. Liberty and freedom only really have value for decent people.
