It's more correct to say Kosovo! Because there should not be such a country and the Albanians got it wrong! I lost you there. Kosovo is backward because it shouldn't exist and because Albanians got it wrong?!? That didn't really answer "and why" part.

This is a long story ... concerned with the whole reality of this "state"! As you can see Serbian authorities de-facto recognized this entity as separate country - borders, call numbers, license plate, ID, passports, and now they are only negotiating how much will Serbia get from selling some of the public owned companies in Kosovo, as they were built from Serbian money after all (during Yugoslav period but still our money). Why the needless debate if its a state or not?

De facto the DPR and the LPR are also states .. they have their own power army, the border and the power but for most of the world they do not exist .. the same and Kosovo!

Serbia has no control over Kosovo since 1999. Also Russia removed their troops from Kosovo in 2003 if I remember well (they were part of joined UN mission along with USA, UK, Germany and others). Kosovo has its own politics (regardless how much they are dependent of EU and USA its their own problem) today, they are not dependent on Serbia and in a couple of years you'll see Serbia will give them independence. DPR and LPR are still in state of war, there are no defined borders yet and there is a desire of all sides to continue the fight, which can't be said for Kosovo and Serbia.

I can add that Kosovo was known as a shelter for terrorists, drug dealers and even trade in organs ... All this was protected by the local administration!
