I have 2 laptops, one with Windows 10 and the other one with Linux (Xubuntu). If I want to replace the Linux laptop with Windows but I don't know how. I already downloaded the Windows 10 ISO on my first laptop and have tried installing it onto the other laptop with USB and CD but it still doesn't work. Does anyone know?

If you want to install using USB you need to set bootable USB, so I suggest you burn the ISO on DVD. You can do that with some DVD burning software (I don't know what are popular today but back when I was doing it Nero was standard). Next thing you want to do is when you start PC you need to go to BIOS options by clicking Delete or F11/F12 (depends on your computer), then find and set CD/DVD-Rom as primary booting device. After you restart PC you should have Windows installer on, and you will see one partition with Linux, which you should clean and install Windows over it. Note that this will completely erase whatever you have on Windows. If you want to dual-boot Windows and Linux, you have to use gparted first, but there are a couple of more things that you would require to do and since its too long and completely different topic I wont write about it here

Maybe your DVD installation is corrupted

Try and Google it or YouTube on ''How to install Windows on PC/Laptop running Linux?'' And Google ''Why Windows stops installing on PC/Laptop running Linux?'' too. And if that does not help then download PalTalk Messenger, there is a PC/Laptop tech lobby and chat rooms on PalTalk Messenger where you can talk to computer technician's and can help you out there, I hope this helped you out. Good luck.
